Between 1972 and 1978, he studied Economics at the Universities of Bonn and Cologne.
Until 1992, he was Assistant Head of Section, Head of Section, and Head of Division in the Federal Civil Defense Agency, with a focus on disaster control and the budget.
In 1991/1993, he was appointed Desk Officer in the Budget Division of the Federal Ministry of the Interior.
Since May 1993 he has been in charge of the Procurement Agency of the Federal Ministry of the Interior.
In the last few years, the focus of his work has been on the reorganization of purchasing processes and the introduction of electronic purchasing.
